The Weather Channel reported that scattered showers in the morning provided the proper conditions for rainbows to form over New York City:

A beautiful sight lit up the New York City skyline on the eve of the 14th anniversary of the 9/11 attacks. Thursday morning, New Yorkers were greeted to a shimmering double rainbow that stretched far across the city.

"Scattered pop showers this morning around New York City allowed for breaks of sun to filter through the raindrops. The result led to rainbows being observed around the city," weather.com meterologist Quincy Vagell said.
