My Dad is a c6 quadraplegic and really (OK REALLY) involved in disability issues. Poor bastard has to talk to politicians even.
He did a trip right around the coast a couple of years ago, by car (15000 kilometres or so). It's do-able for people with disabilities. Don't know about the Ghan, but the Sturt Highway is just a bitumen road, so travel is pretty simple. Obviously without the romance of train travel.
